To act as the Wafer Technology based advisor on all Health, Safety and Environmental requirements and compliance, specifically providing support, advice and assistance to the local Management Teams under EU/UK Legislation on all relevant matters. The role may include travel and work on other sites where appropriate.

Within the organisation, the HSE Manager shall advise & manage health, safety and environmental compliance. The role has one direct report and reports directly into the site General Manager, with technical reporting into the Regional HSE Manager (Europe).

The Competent Person will act as the point of contact with external regulatory bodies (Health & Safety Executive, Environment Agency) for the this facility.

Main Responsibilities

  • Implementation of Health, Safety & Environmental strategy at Wafer Technology as directed by the Regional HSE
  • Manager and site General Manager
  • Collaboration with the Regional HSE Manager and General Manager and to ensure a uniform and consistent approach to
  • Safety and Environment procedures.
  • Maintenance of site statutory Health, Safety and Environmental records
  • Advise Senior Site Management on staff issues connected with HSE.
  • Management and development of emergency response procedures.
  • Ensure continual improvement of site HSE performance.
  • Under the direction of the Regional HSE Manager and General Manager, manage & Co-ordinate activities and processes
  • to ensure continued compliance against ISO 14001 accreditation
  • Under the direction of the Regional HSE manager, manage & Co-ordinate activities and processes to achieve ISO 45001
  • (when released) accreditation
  • Manage & advise on all schedules as required by the appropriate legislation.
  • Advise Senior Site Management of Statutory and Regulatory forthcoming changes and advise on suitable company
  • actions or strategy.
  • Maintain and report on HSE statistics on a monthly, quarterly and annual basis, coordinating meetings and ensuring
  • compliance with Group best practice
  • Identify any Health & Safety and Environmental training needs and advise or coordinate as appropriate

  • Liaison with staff at all levels of the organisation and with external agencies, on HSE issues.
  • Coordinate all accident/incident investigations and ensure appropriate action is taken where required.
  • Complete risk assessments and maintain comprehensive statutory risk registers.
  • Monitoring of workplace conditions, by means of audit/inspection and keeping of records.
  • Ensure regular monitoring of workplace conditions and oversee auditing functions.
  • Co-ordinate and drive all Health & Safety and Environmental initiatives and improvements.
  • Adhere to all internal Safety, Environmental, HR and Quality guidelines & procedures
  • Provide training to staff, contractors etc. , where appropriate

Authority Levels

  • May close down or stop production operations and/or evacuate staff in an emergency situation.
  • May withdraw from use any piece of equipment or machinery considered to be dangerous.
  • May stop any activity where there is risk of serious personal injury or risk to the environment.
  • May report to the Management Team or Company Director any person failing or refusing to co-operate with any requirement imposed to ensure Wafer Technology and IQE is discharging its legal duties
  • May recommend changes in work practices, procedures and corrective actions.

Qualifications / Experience :

Essential

  • British Safety Council (BSC) Level 6 Diploma in Occupational Safety and Health or;
  • NEBOSH National Diploma in Occupational Health and Safety
  • Membership of IOSH at an appropriate grade (MIOSH or CMIOSH)
  • Registered as a Recognised Safety Practitioner or Chartered Safety Practitioner.
  • Degree level qualification in a physical science or a related discipline

Desirable

  • A recognised environmental qualification, IEMA, BSC, NEBOSH
  • Degree or Post graduate qualification in a safety related or environmental discipline

  • Good written and verbal communication skills, ability to effectively communicate at all levels within the organization and with relevant external parties.
  • Ability to collaborate with peers in a Global Organisation to ensure satisfactory and consistent approach to EHS activities
  • Ability to instigate improvement initiatives and training programmes.
  • Computer literate.
  • Business knowledge combined with an understanding of how HSE matters influence the organisation

Primary objectives of role :

  • To provide health & safety assistance, acting as the competent person appointed under regulation 7 of The Managementnof Health & Safety at Work Regulations.
  • Maintain statutory records for legislative compliance purposes.
  • Liaison with staff at all levels of the organisations and with external agencies for HSE matters.
  • Assess HSE legislation and its impact on the organisation. Advise management and staff of HSE issues and coordinate related activities.
  • Assist in producing appropriate schedules and options necessary to meet current and future statutory requirements.
  • To produce reports and statistics on HSE matters and coordinate appropriate meetings where applicable.
  • To coordinate environmental compliance, initiatives and improvements.
  • To assist Group HSE in achieving and maintaining ISO45001, accreditation for the Wafer Technology site
  • Manage and coordinate ISO14001 activities for the Wafer Technology site and contribute to a uniform Global approach.
  • Oversee and management of Hazardous waste operations.
  • Oversee and coordinate accident & incident investigations
  • Complete risk assessments and maintain comprehensive statutory risk registers.
  • Monitoring of workplace conditions.
