Torbay Councils’ Street Scene and Waste, along with the associated plant and vehicle maintenance services, are currently provided by a company called TOR2 in partnership with Kier. These services are being brought back under the control of a wholly owned company of Torbay Council from 1 July 2020. We are therefore seeking to employ the right candidate who has demonstrable experience as a standalone Health, Safety and Environmental officer.

The candidate we are looking for needs to have had previous exposure to a similar role which incorporates controlling the hazards and risks in these work areas. The post is looking to commence early in the New Year and the post holder will play a key role in undertaking due diligence to support the transfer, thus ensuring that the new company meets its health, safety and environmental commitments from the first day of operation.

The post holder will be the advising officer to the board on health and safety (including fire) and environmental compliance. The post holder we are looking for will need to have experience of working to recognised management system standards such as BS OHSAS 18001, ISO 45001 and ISO14001 as well as experience of working with enforcement agencies such as the HSE and Environment Agency. Such experience would be a distinct advantage given that this is a standalone post.

The scheduled Transfer of Undertakings (Protection of Employment) Regulations (TUPE transfer) will see the existing staff and equipment transfer over to the new Company on the agreed transfer date. It is expected that all existing risk assessments and risk control measures will also transfer on this date. However, the new business will require the post holder to formulate a number of the other elements of the management system for the new Company including, policies, procedures and governance arrangements.

The post holder will be required to provide assurance to the board on an ongoing basis that the workforce are meeting the required levels of competency through the provision and delivery of a training programme for all levels when the new company takes control. A key task will be to oversee the risk from health hazards and to ensure that the provision of medical assessments and health surveillance are in place for the identified health hazards. The new company will have the benefit of access to the Torbay Council’s SHE Assure H, S & E platform and familiarity with this, or similar software systems, would be an advantage.
