The Safety Case Process & Workload Manager is responsible for the Safety Case lead for all ILW Programme activities at Chapelcross which includes;
liaising with the ILW central team under the direction of the Chapelcross ILW Campaign Manager
The provision of suitable advice on compliance with all aspects of the Nuclear Safety Case
The compliance with all identified Operating Rules
The issuing of suitable information to support and enable compliance with Plant Operating Rules
Production of nuclear material accounts
Provision of independent representation on the Chapelcross Plant Safety Panel, including confirmation of category for Plant Modifications
Provision of reactor physics support to defuelling, including advice on Safety Case compliance and any supporting assessment required
Participates in the Magnox North Safety Case Improvement Team
Production of Safety Case monitoring reports and reviews
Provision of Nuclear Safety support to the site in the event of a nuclear incident
Production of appropriate section instructions and procedures
Contribution to Operational Feedback reports, and assist with panels on inquiry
Provision of Safety Case Training where appropriate
Control and direction of section staff, including selection, development, training and appraisal
Contribution to Site LTPs The Safety Case Process & Workload Manager is to provided substitution for the Head of Nuclear Safety in his/her absence The Safety Case Process & Workload Manager is also required to:
Through considerations of safety, quality and the environment in all aspects of the job, consistently seek to minimise adverse effects on staff, public and the environment
Provide effective leadership of team by own behaviours including setting clear goals for individuals holding individuals accountable for delivery goals establishing and maintaining standards giving, receiving and acting on feedback
Provide effective leadership to the site and department by own behaviours including spending time on plant outside own team discussing relevant issues ensuring station standards are adhered to and expectations met breaking down barriers between own team and others $2022; Continuously improve programme of own team by identifying deficiencies against internal and external standards and progressing an action plan to remediate
Deliverables
To advise the Site Management and Staff on all aspects of nuclear safety and performance.
To co-ordinate, prioritise and ensure timely delivery of the Nuclear Safety Department (NSD) workload
To provide authoritative advice on the Chapelcross Site Nuclear Safety Case, compliance with Reactor Operating Rules and Safety Mechanisms as well as the supporting documentation.
To carry out development and review of the Safety Case where appropriate.
To manage external support contractors and ASW staff to the Nuclear Safety Department (NSD)
To provide emergency response support and Plant Safety Panel Independent Safety Person roles
To assist the Head of Nuclear Safety in delivering Lifetime Plan objectives for Engineering - Nuclear Safety Team
Key Skills
Understanding of the company philosophy and policies on quality assurance, quality control and environmental issues together with the underlying principles and supporting procedures. The knowledge and expertise required for the post is obtained from a combination of education, training and experience. The post holder requires:
A thorough knowledge of Reactor Physics and its impact on plant operations
A thorough knowledge of the Site Licence, legislation and regulations associated with safe operation
Broad knowledge of emergency requirements
Broad knowledge of industrial safety and safety standards
Knowledge and understanding of the Safety Case's associated with the Site
Thorough knowledge of nuclear power reactor design, safety, operation and performance including an understanding of the same aspects for conventional plant
Broad knowledge of the company requirements and guidance for Quality Assurance, the relevant International, European and British Standards and IAA Guides
Knowledge of the techniques of auditing and analysing events to identify root causes, human factors and adverse trends
Broad knowledge of civil, mechanical, electrical and instrument engineering
Knowledge of company procedures, directives and instructions
Knowledge and understanding of the organisation and function of various departments/sections of the site
Broad knowledge of the company structures and interfaces within Magnox North.
Management and leadership skills to develop and motivate section staff to achieve section and site objectives
An understanding of the company requirements for the management and delivery of projects by the utilisation of Magnox North or outside resource
An understanding of the company requirements for the management of contractors on a nuclear licensed site
Qualifications and Experience Experience of Decommissioning and or waste retrival in the nuclear industry would be preferred but not essential.
Graduate (min 2:2) in relevant discipline or equivalent, a relevant recognised professional qualification, where appropriate together with typically at least 5-7 years relevant experience
Accredited to an appropriate professional body where appropriate
For internal candidates suitable relevant work experience may be considered in lieu of formal qualifications where appropriate
The post holder would typically require several years experience in the nuclear industry or in an operational or safety discipline, 5 years of which should have been gained on a nuclear power plant.
A minimum qualification of an appropriate degree in physics, mathematics, chemistry or an engineering discipline is required.
Consideration will be given to a suitably qualified and experienced person backed by a career development programme.
Training
The post holder must be trained to the standard specified in the Training Profile.
Experience The Safety Case Process & Workload Manager would typically require several years experience in the Nuclear Industry or in an Operational or Safety discipline, five years of which should have been gained on a Nuclear Power Plant.
Medical Status
The post holder shall be fit to undertake the duties of the post.
